城市工业安全事故造成严重生命财产损失的同时,对公众的心理造成了较大的影响,更使得工业企业自身发展陷入了被动局面。本文以张家口爆燃事故为例,利用工程伦理诱因分析事故原因,结果表明:价值定位出现偏差、利益冲突、责任缺位等工程伦理问题是导致城市工业安全事故发生的深层次原因;并提出进一步完善政策法规与安全监察机制、加强公众的社会监督、注重工程伦理教育是促使工业企业提升安全意识、加强安全管理,进而避免安全事故发生的有效措施。

Urban industrial safety accidents cause serious loss of life and property, have a great impact on the public's psychology, and make the development of industrial enterprises fall into a passive situation. Taking the deflagration accident in Zhangjiakou as an example, this paper analyzes the cause of the accident with engineering ethics inducement. The results show that the deviation of value positioning, conflict of interests, absence of responsibility and other engineering ethics problems are the deep reasons for the occurrence of urban industrial safety accidents. The effective measures to promote industrial enterprises to enhance safety awareness, strengthen safety management and avoid safety accidents are put forward, including further improving policies, regulations and safety supervision mechanism, strengthening public social supervision and paying attention to engineering ethics education.
